When on, everyone but admins sees the old-school "Bricksly is temporarily down for maintenance" page on every URL (and the API answers 503). Admins browse the site normally — the page has a small staff login link at the bottom. Preview the page.

Banned IPs can't sign up, log in, or use the API (admin sessions excepted). Ban a user's current IP from their profile's moderation box, or add one manually here.
